m-GovWorld- Mobile delivery of Public Services to enable access for all

It has been increasingly recognized by both government agencies and practitioners that Mobile Government is the next inevitable paradigm for the e-government practices. mGovWorld is an initiative to accelerate the use of mobile devices to enhance the reach of public services.

Introduction and Objectives

It has been increasingly recognized by both government agencies and practitioners that Mobile Government is the next inevitable paradigm for the e-government practices. Spread and success of mobile/wireless applications and services all around the world provides an opportunity for governments to exploit these new developments and enhance e-government implementations by moving to the m-government dimension.

With Asia fast becoming the fastest growing mobile subscribers market in the world, this provides an unprecedented opportunity to the telecom players and government agencies to gain the leading position globally as well as regionally in mobile government initiatives. While this will establish Asia as a leader in the region, it will provide a tremendous opportunity to the service providers to create applications and service models that can be replicated commercially in various parts of the globe.

The parallel track during e-GovWorld 2007 is an initiative to discuss the role mobile government services (m-Government), can play in enhancing the reach of the public services and  learning about the global trends in the domain. The global experts invited for the conference will provide an outline of the wide range of mobile public services being developed and deployed around the world and also in parts of India.

Discussion Topics

The potential value of mobile technologies to service delivery is currently largely unknown. The objective of the conference is to  stimulate vigorous debate on the role mobile solutions should play in government’s overall service delivery strategy and provide opportunities for identification of applications that improve public service delivery, grievance redressal,  education, health care and justice. The conference will also serve as a platform to call upon industry to actively engage government on future possibilities, and build mobile solutions that will radically change the way in which government interacts with its citizens in the future and thus enhance the sustainability of current initiatives both for immediate gains as well as medium to long term opportunities. The key discussion topics for the conference are:

  • Presentation and discussion on the white paper on “ Maximizing the opportunities to deliver Public Services to citizens by  the use of mobile and wireless technologies”
  • Round table on  conductive policy planning by Government for inclusion of mobile government while conceptualizing e-Government policies and projects
  • Enhancing the reach and subscriber base of Common Service centers by value added services on mobile devices
  • Readiness of India and South Asia for implementing mobile public services
  • Challenges and risks in implementing mobile government
  • Reaching the un reached  for enhancing social inclusion in delivery of public services
  • Strengthening the democracy by enhancing two way exchange between citizens and government
  • Learning about various case examples and global trends in mobile government
  • PPP models and service delivery mechanisms for making the mobile government possible 
  • Capacity building for deeper penetration and citizen centric approach

  • Presentation of a Multistakeholder project proposal to enhance the accessibility of public services for providing better education, healthcare to the common man.
  • Round table on innovative mobile services for the citizens and visitors in Delhi during commonwealth games
