Asia OSPA (Open Solutions for Public Administration)Forum

“Asia OSPA” forum is an initiative jointly taken up by Open Solutions practitioners, academicians, key people from civil society organizations, industry representatives and public sector professionals with the aim to accelerate the adoption of Open Solutions (Open Standards, Open Document Format and Open Content) by Public administrations as well e-Government deployments.

Introduction and Objectives

Asia OSPA Forum (Open Solutions for Public Administration, Asia) is an initiative for enabling a structured cooperation framework towards analyzing, and supporting the use of Open Data Standards, Open Content  and Open Source Software for e-Government in the region. The OSPA Asia Forum  will  aims at building a leading, effective and visible success case for the introduction of ODS and OS solutions in the Public Administrations by:

  • Discussing the effectiveness of deploying ODF and OS solutions in Public Administration, and benchmark their effectiveness through a cost/benefit analysis
  • Disseminating the information regarding the success stories of Open solutions deployment in PAs through a knowledge repository. 
  • Creating a cooperation framework for continuous  exchange of learning practices among the stakeholders such as Government, Academia, Industry and Multilateral agencies.
  • Developing and implementing the  advocacy programs and the framework for cooperation among various stakeholders in the movement.
  • Conducting on regular intervals , the consultation meeting with the representatives from government, OS community, Industry, CSOs to develop appropriate strategies for promoting Open Solutions in e-Government.
  • Partnering with the multilateral development agencies for carrying out research, stakeholder mapping and program development.
  • Developing  the training programs and tool kits for the public administrators willing to deploy Open Solutions for e-Government.
  • Developing applications for e-Government and placing the applications in the commons for deployment and adoption by any Public sector professionals from across the world.
  • Setting up a world class state of the art resource center and lab for studying, developing and promoting  Open solutions based e-Government applications.
  • Publishing a journal on Open Solutions for Public administrations for reporting  the latest developments, promoting the best practices and developing the community of OS professionals.
  • Hosting an online knowledge portal for the stakeholders.

As a part of its objectives mentioned above, Asia OSPA Forum will host the its conference as a parallel event during e-GovWorld 2007.   The government participants from all the South Asian , European countries, USA that are participating in e-GovWorld have been invited to participate in the parallel event. Key speakers from world over have been invited to discuss issues related to the promotion of Open Standards in Public Administration.

  • Interoperability and Open Standards for e-Government Services
  • Public Procurement strategies for Open Solutions
  • Awareness generation and capacity building strategies for Open Solutions Deployment
  • Case study presentation on global best practices and policies based upon Open Solutions
