eGovWorld 2008 Agenda

The agenda for e-GovWorld is prepared in consultation with a global group of e-Government leaders. The issues of relevance are being identified through a democratic process and an online consultation with all the stakeholders.

The finalization of the agenda for the conference is a continuous process and evolves as a result of directions provided by the Program Advisory Board and the stakeholders. The tracks that have been finalized so far have been mentioned below. More tracks may be added based upon the inputs received from the stakeholders , members from the Program Advisory Board.

  • NeGP Information Track

The government of India has approved National e-Governance Plan (NeGP) in the year 2006 in an effort to enhance transparency, accountability and efficiency is delivery of public services to the citizens of India. Since then, there has been considerable progress in various Mission Mode Projects (MMPs) especially the creation of Infrastructure through SWAN, SDC and CSC MMPs. Many stakeholders want to know the current status of NeGP as well as the outlook for the initiatives in next five years.

The track will focus on the developments so far and the status of progress on various projects. The state government agencies and line ministries that have performed exceptionally well are being invited to share their experiences. The delegates will be able to learn about the vision behind NeGP as well as the foresight for next five years. The implementing agencies will be providing updates on their strategies. This will provide an

  • Public Private Partnership strategies for e-Government Projects

In order to improve the overall performance of e-Government projects, e-Government in developing countries are designed to leverage the benefits of partnerships with the Private/Professional players to benefits from their expertise on customer handling, sustainable practices and the financial resources.  Various models of Public Private Partnership already exist in the domain of Infrastructure development world over which are being evaluated for deployment in e-Government initiatives.

However, as most of the developing countries are in the nascent stage of deploying these strategies, a careful planning is required to develop and deploy innovative PPP strategies as poor planning and bad Service Level Agreements can be counter productive. The issues of service fee, service levels, privacy and integrity of the services have to be tackled carefully so that motive of the initiative remains serving the citizens rather than purely profit making.

The track is designed to discuss various models of PPP for e-Government initiatives including the ones already deployed successfully. Best practice models as well as strategies to avoid failures while conceptualizing PPP models will be discussed by the experts in the domain. The views of the delegates on Citizen Participation in PPP initiatives will be discussed in this track.

  • Mobile Government – Re-visioning Public services for Third Millennium information Society
While the government agencies, development practitioners, IT giants have been grappling with the low success rate of their e-Government and ICT public service delivery strategies as well as choice of delivery platform, the humble mobile phone has silently sneaked in as world’s most widely used and fastest spreading ICT product among half of the world’s population especially in the underserved and rural users.

Mobile Government is fast turning into a reality with many developed and developing countries initiating projects to deliver public services through the mobile devices as well as using the capabilities offered by the mobile technologies to reach the bottom billion. However, the potential of mobile devices to deliver public services is largely unexplored.

The track is designed to initiate a discussion as well as join efforts by all the stakeholders to pilot innovative mobile e-Government projects. The representatives from telecom industry, government and multilateral development agencies will share their views with the delegates. The representatives from the government agencies those have already taken a lead in deployment of mobile governance will share their learning practices with the audience during this track.
